ALLOTMENT OF STAFF QUARTERS TO PMS/SPS-REGARDING.


D.G. Posts No. 18-9/2010-Bldg. dated 10.05.2012. (Addressed to All the Heads of Postal Circles)
            I am directed to refer to the department’s letter of even no. dated 28.03.2011, enclosing herewith instructions issued vide letter no. 7-6/99-Bldg. dated 13/14.12.2001. The part (C) of the instructions pertains to ‘allotment of post attached/rent free residential accommodation’.
2.         It has been brought to the notice of the Department that in some circles, there has been resentment among the PMs/SPMs on being forced to accept quarters that are not in the premises of post offices, as post attached quarters. The matter has been under consideration in the Department for some time.
3.         It is hereby clarified that the quarters, which are within the premises/building of the post offices, need only be declared as post attached quarters; which the PMs/SPMs are bound to occupy. However, in other cases, i.e. quarters which are not in the premises/building of the post office, it may be left to the discretion of the concerned Pos/SPMs whether to accept or not accept such quarters.
4.         This may kindly be brought to the notice of all concerned for information, guidance and necessary action.
5.         This issues with the approval of Member (Planning).

AFTER WAITING 30 YEARS, 150 POSTAL STAFF REGULARIZED



Chennai, Mar 9, 2012(TNN): After waiting for 30 years, close to 150 employees of the postal department will finally become regular employees, thanks to the interventionof the Central Administrative Tribunal ( CAT). A bench of G Shanthappa, judicial member and R Satapathy, administrative member, passed orders on the matter.

The applicants were appointed mazdoors with the department of posts in 1982. While joining, they were assured that their services would be regularised. Based on directions in a Supreme Court judgment, the department introduced a scheme in 1991 which stipulated that all casual labourers who worked for eight hours a day for 240 days every year as on November 29, 1989 would be conferred temporary status. 
Those who were granted temporary status and had worked for three consecutive years would be conferred with ‘Group D’ status. These employees – who are now called multi-tasking staff – would be eligible for pension and other service benefits. 

When they approached the tribunal in 2010, they were directed to make individual representations to authorities by listing out their grievances. But their claims were rejected mainly on two grounds – that they were overage and that they did not have the qualification. 
When their fresh applications came up for hearing, M Ravindran, additional solicitor general who appeared for the Union government, said authorities did not have any objection to regularise their services. 
The bench said there “cannot be any hindrance for the absorption of applicants” who have been working for so long. “It has also come to our notice that there are enough vacancies to accommodate the applicants before us,” the bench said. 
Authorities were directed to consider regularising these applicants and give age relaxation and training for those who did not possess matriculation skills within three months.

EXPANSION OF POSTAL SERVICES


The Government has formulated comprehensive working plan for the development, expansion and modernization of postal services. Under this, major activities , as laid out in XII Five Year Plan, include opening of branch Post Offices, setting up of Automatic Mail Processing Centers, development and deployment of Rural ICT solution, deployment of Core Banking, increasing insurance cover, establishment of Parcel and Logistics Post Hubs, up gradation of Speed Post Centers, Human Resource Training to Personnel, construction of Post offices/administrative offices, installation of Solar Power Packs and setting up of Postal Training Centers.

EXPANSION OF POSTAL AND TELECOM CIRCLES


There is no proposal for expansion of Postal Circles. However, modernization of Post Offices in all Postal Circles is underway.
The Government has initiated a project called “Project Arrow” for modernization of Postal Circles across the country. The project envisages upgradation of post offices in urban and rural areas both in terms of upgrading and enhancing the quality of service in ‘core areas’ and improving their ‘look and feel’. The project aims at creating a conducive and friendly work environment both for the staff and the customers visiting the Post Offices, providing connectivity, and improving the service quality levels in the core business areas.

Subject: – Provision of computer at the residence of officers of the level of  Joint 
                Secretary or equivalent and above-reg.
   The undersigned is directed to refer to this Department’s OM Nos. 7(4)/E.Coord./99 dated 1st August, 2000, dated 4th March, 2002 and 29th July, 2004 on the above subject. Keeping in view the advancement and rapid obsolescence in the configuration of desktop computers, it has been decided, in consultation with D/o Information Technology, that subject to the minimum configuration as in the Annexure to this OM, Ministries/Departments may decide on the configuration (hardware and software) of desktop computers to be provided to officers of the level of Joint Secretary and above themselves. The overall cost ceiling will however remain unchanged at Rs. 1,00,000/- (Rs. One lakh only) per piece (hardware and software included).

Revised Recruitment Rules for HSG I

Revised Recruitment Rules for HSG I :UPSC has approved revised recruitment rules for HSG I. after several rounds of discussions with our officers. The Department of Posts has fulfilled the requirements of the UPSC . Now the file may go to Law Ministry .After that our Department will issue gazette notification notifying the revised recruitment rules for HSG I . According to our information it may take 3 months time.


Adhoc arrangements for HSG I:Department approached DOPT for approval of adhoc arrangements for HSG I . Approval is expected with in a week formal orders will be issued within fortnight.

IPO EXAMINATION RESULTS: Some of the candidates have moved CAT and hence the results of the IPO Exam 2011 are delayed.

Cadre Restructuring committee for MMS::

First meeting will be held in Hlyderabad on 12thMarch 2012 to 13th March 2012.under the chairperson of Smt Sandhya Rani PMG (BD) Hyderabad . Staff side has prepared for proposals for cadre Restructuring and the same will be submitted during the meeting.
